日本銀行の白川方明総裁は２５日、大阪市内のホテルで開かれた地元経済４団体との懇談会で、金融機関の中小企業への融資について、「金融を巡る状況が変化しており、中小企業への貸し出しは減少している」との認識を示した。 三井住友銀行は収益の一部で植林を行う個人向け国債を売り出す。９月４〜３０日に販売し、購入者１人につき北海道大学の研究林（北海道雨竜郡）で１平方メートルに植林する。地球温暖化問題防止をアピールし、環境問題に関心の高い若年層を中心に販売を拡大する狙いだ。 ２０日は、中国政府が減税や市場安定策などを含む２０００億〜４０００億元（約３兆２０００億〜６兆４０００億円）の景気対策を検討しているという情報が市場で流れたことが買い材料となった。電力料金値上げや原油価格の安定なども好感され、大半の銘柄がストップ高まで買われた。 五輪後の景気後退懸念から、株式相場はこれまで大幅下落しており、１９日時点の上海総合指数は昨年１０月の最高値に比べ６０％超も下落していた。
